Mylen Leah Solar Farm

Mylen Leah Solar Farm is a proposed new solar farm located between the villages of Seaton Ross, Melbourne, Laytham, Ellerton, East Cottingwith and Foggathorpe, in the East Riding of Yorkshire.

The proposal is in the early stages of development. This website will provide information and updates as it progresses, as well as providing you with the opportunity to ask questions and give your views.

The Planning Process

As the proposal for Mylen Leah Solar Farm is greater than 50MW, the scheme is classified as a Nationally Significant Infrastructure Project (NSIP).NSIPs are major developments which require consent from the Secretary of State through a Development Consent Order (DCO).  This means that we will submit a DCO Application to the national Planning Inspectorate (PINS).  PINS will consider the application and make a recommendation to the Secretary of State for determination in accordance with the Planning Act 2008. We expect to submit our application towards the end of 2025.

Consulting Early

With the initial design of the project set out and influenced by the information we have gathered about the proposed site to date, the priority now is to gather local community representatives views, thoughts and feedback on the proposal. 

The first step we are taking is to hold several workshops with a range of local community representatives and groups in November 2024.  These will be interactive sessions to help us explain the initial design and listen to local representatives' feedback to help us understand the most important issues and considerations locally.  This consultation is non-statutory and will help us shape the projects design.

We will hold a formal Statutory Consultation, expected to take place in summer next year (2025), where all community members will have the opportunity to meet the Project Team and provide their views on the proposal.  Ahead of the statutory consultation we will, of course, be keeping local community groups and this website up to date.

Project timeline

  • Stage 1: Site Selection (12 - 18 months)

    The Mylen Leah Solar Farm site was selected following research to identify suitable locations for solar development in the area.

  • Stage 2: Pre-Planning and Non-Statutory Consultation (12 months)

    The project is introduced to stakeholders, community and we request the views of East Riding of Yorkshire Council and The Planning Inspectorate (PINS) on the level of study required ("Scoping").  

     
  • Stage 3: Statutory Consultation and Application Preparation (12 months)

    Statutory consultation with local communities and residents is undertaken, seeking views on the proposal.  Further on-site studies are completed.

     
     
  • Stage 4: Submit DCO Application and Await Decision (24 months)

    We expect to submit our Development Consent Order (DCO) application to PINS in late 2025. 

  • Stage 5: Construction (24 months)

    We expect construction to be undertaken in phases and last approximately 24 months.  

  • Stage 6: Operation (up to 60 years)

    The project is managed by a regionally based maintenance team and operations are controlled by detailed planning conditions.

     

  • Stage 7: Decommissioning (12 - 18 Months)

    At the end of the planning period, the solar panels will be removed and the land can be returned to be used for its original purpose.
