Statutory consultation preparation 

We are in the final stages of preparing for the statutory consultation on our plans for Mylen Leah Solar Farm, a new solar project located between Seaton Ross, Melbourne, Laytham, Ellerton, East Cottingwith and Foggathorpe in the East Riding of Yorkshire.

Our statutory consultation will run from Thursday 16 April to Thursday 28 May 2026. During this period, we will be holding in-person and online consultation events where you will be able to view our proposals, ask questions and provide your feedback.

We will be holding three in-person, drop-in events close to our proposed site.

Webinars

We will also be holding three online, webinar events. The webinars have the same function as the in-person events, but with a different format. At each webinar we will present our proposals for Mylen Leah and hold a Q&A session, with members of the project team present to answer your questions directly.

The planning process

As the proposal for Mylen Leah Solar Farm is greater than 100MW, the scheme is classified as a Nationally Significant Infrastructure Project (NSIP). NSIPs are major developments which require consent from the Secretary of State through a Development Consent Order (DCO).  This means that we will submit a DCO Application to the national Planning Inspectorate (PINS).  PINS will consider the application and make a recommendation to the Secretary of State for determination in accordance with the Planning Act 2008. We expect to submit our application towards the end of 2026.

Consulting early

With the initial design of the project set out and influenced by the information we have gathered about the proposed site to date, our first priority was to gather local community representatives views, thoughts and feedback on the early proposals. 

The first step was to hold several workshops with a range of local community representatives and groups in November 2024. These events were interactive sessions to help us explain the initial design and listen to local representatives' feedback, to help us understand the most important issues and considerations locally. This consultation was non-statutory and has helped us shape the project's design.

Project timeline

  • Stage 1: Site Selection

    The Mylen Leah Solar Farm site was selected following research to identify suitable locations for solar development in the area.

  • Stage 2: Pre-planning and non-statutory consultation

    The project was introduced to local technical and community stakeholders at two Co-design workshops in November 2024. At this stage we requested the views of East Riding of Yorkshire Council and The Planning Inspectorate (PINS) on the level of study required ("Scoping").  The project recieved a Scoping Opinion from PINS in 2025. 

     
  • Stage 3: Statutory consultation and application preparation

    Statutory consultation with local communities and residents will launch on 16 April and run to 28 May. During the consultation we will be seeking views on the proposal. Further on-site studies will be completed.

     
     
  • Stage 4: Submit DCO application and await decision

    We expect to submit our Development Consent Order (DCO) application to PINS in late 2026. 

  • Stage 5: Construction (36 months)

    We expect construction to be undertaken in phases and last up to approximately 36 months.  

  • Stage 6: Operation (up to 50 years)

    The project will be managed by a regionally based maintenance team and operations will be controlled by detailed planning conditions.

     

  • Stage 7: Decommissioning (12 - 18 Months)

    At the end of the planning period, the solar panels will be removed and the land can be returned to be used for its original purpose.
